Evaluating student sports development programs in Bali Province: a CIPP model-based reflection and strategy for data-driven systemic improvement

Abstract

This mixed‑methods study employed Stufflebeam’s CIPP model to appraise Bali’s student‑athlete development programme. Data were collected from 346 student-athletes and 136 coaches across nine districts using Likert-scale surveys, participant observation, semi-structured interviews, and document analysis. Although 89 % of athletes and 94 % of coaches judged the programme “adequate” or “very adequate”, the four‑pillar analysis exposed three critical gaps: (1) high satisfaction does not translate into consistent performance gains; (2) coaches’ scores exceed athletes’ by 20–35 percentage points, signalling expectation and communication mismatches; and (3) training processes remain entrenched in conventional drills with minimal sport‑science technology or data analytics. Context and input structures appear robust, yet process and product dimensions lag behind contemporary best practice. The study recommends an annual internal CIPP audit, multidisciplinary coach‑education pathways, pilot projects with wearables and video feedback, and institutionalised partnerships with universities. Findings provide a data‑driven template for regional sport‑policy reform and underscore the need to link positive perceptions with measurable outcomes.
